This Nov. 19, 2013, photo shows Cook County Sheriff Tom Dart at the site where a 14 year-old girl was raped in 1991 in Robbins, Ill., as she was walking home from basketball practice. The state crime lab found potential DNA evidence, a sheriff's aide says, and told Robbins police, but there's no indication they pursued that lead. The DNA recently matched a convicted felon but he could not be arrested because the statute of limitations had run out. Sheriff's investigators have been looking into nearly 200 rape cases in the village that occurred since 1986.
